What is this based on?

The rule is 7 years of NHL experience, or the year the player reaches age 27, whichever comes first. Kuli will reach the 7 years first at age 25 (he'll turn 26 later that year) in 2016, so he has two RFA years left before he's eligible for UFA.This has probably been answered a million times, but how many more years until Kulikov becomes UFA?
This is a tough call for Tallon though either way. The guy really hasn't earned a long term deal, but you also have to be somewhat concerned about going short term, having him breakout, then leave as a UFA...
If the Panthers were looking to move Kulikov, what would they be looking for in return? Another D? Roster player? Picks? Calgary's looking for a Dman, and has the cap space to overpay him (slightly).
A top 6 winger, or another D. But a stay home Dman.
Are we talking current, or futures? For example, are you thinking a Hudler or a Baertchi?
