Yeah, I think that's how it is. 30 will go to the Stanley Cup Champ, 29 to the runner up, 27 and 28 to the conference finalists. 23 to 26 to the 2nd round losers and 15-22 to the 1st round losers. Think it all goes by overall standing as well to determine the placement.
Unless it changed in the new CBA, only 27-30 is impacted and that is determined in the conference finals.
Losing in the 1st rd means nothing except if the top 4 teams lose in the 1st rd (Chi, Pit, Ana and Mtl).
So lets say all 4 teams advance except for Mtl to conf finals....Mtl would draft 26. If only Pit and Ana advance than Chi would draft 26 and Myl 25 etc
30th: Cup winner
29th: runner up
27/28: conference losers by points.
Then the division leaders that are knocked out in the first two rounds are placed based on points. Then everyone else that has been knocked out but didn't win the division based on points.
