The weighting will reflect the number of games played under the last measurement.
Example.
1st Measurement is taken at the start of the season (say payroll = $30M)
2nd at approx. game 33 (Payroll = $32M)
3rd at approx game 65 (Payroll = $40M ... assume salary taken on at trade deadline)
Calculation would be ...
$30M x (32/82) = $11.7M
+$32M x (33/82) = $12.9M
+$40M x (18/82) = $ 8.8M
Total = $33.4
The reason for the weighting is thus ...
(i) The number of games played by each team by the secong measurement period will vary slightly
(ii) b/c we needed to have the 3rd measurement be at the trade deadline (which is past the two thirds mark) it would not be fair to assign an equal weight to all measurements.
We would be monitoring trade activity just following a measurement period to make sure nothing 'suspicious' is occuring. If that occurs we may need to recalculate.
