The QO system makes no sense. Basically only issued when you know someone won’t accept it, and not when you are legitimately trying to keep the player. And not issued when you think a player will take it.

It needs to be different for each player based on their previous salary and performance/value and availability or something.

Ohtani’s QO should be much higher then Mitch Garver’s
