Players we can target due to seattle expansion draft?

Are Expansion teams required to take a player/prospect (or draft pick compensation in lieu of player)? Are they allowed to "pass"?

They can't pass, but I do believe they can select the rights to a UFA whose contract expires in a week.

Example of this would be Connor Brickley selected by Vegas.
