Just wondering if you have to protect NMC players no matter in the expansion draft and you can protect say 8players but have 9 with NMC what happens then?

It didn't come up qua Vegas, but the question was answered as a hypothetical...penalties from the NHL for teams that could not comply.

What those penalties were would be decided when it became an issue and on a case-by-case basis.

Some things that other people suggested could be included:

Cap penalties, pick forfeiture to the expansion team, making teams expose an otherwise safe player (e.g. one with less service time), fines, combinations of those.

Not sure I 100% understand the question but NMC does have to be protected unless you ask them to waive it and they do. You do not get extra slots just because you have too many NMC. There will be penalties for teams who cant comply to the protection guidelines.
