Had he punched him 3 times it would not have been a penalty.

Under 2023 NHL Rules, it's a penalty. Anytime the stick gets the hands or even up the shaft of the stick, it should be called. The problem is the inconsistency of it being called.

The only thing I've learned is that penalties have nothing to do with rules or standards. They are solely based off ref feelings and bias. You can't talk about it. They don't have to improve.

Hedman had the body positioning and reach advantage on JT so what I think should have happened is Tavares should have committed to putting his weight into hitting Hedman and trying to pin him to the boards and wait for a scrum to form. Basically angle/ride him into the corner where the ref was standing, but put more shoulder and leverage into that maneuver and less stick reaching.
