SJ's idea is really the only one that is both original and feasible. pretty easy decision for me

The draft? Half the gms in the game are randomly chosen to be in the draft. The other half are randomly given a draft order. Then whatever other draft we have (like for players from teams not taken) is reverse order of that.

But how can 1 GM rebuild and 1 contend with the same roster?

It's 2 rosters. You each have your own roster.

They're only teaming up in the fact that overall winner is decided from the combination of how well both teams did. So the teams don't even need to interact with each other but obviously that would probably be smart.
