Shouldn't that be pretty much every game though? Like, because it's hockey?

Some teams have a dearth of offensive talent so the way they compete is to play "take no chances" hockey and hope to win 1-0. Dump in, chase, force a dump in, line change, rinse, repeat. Depends on the teams, really.

It doesn't help that the obstruction has slowly crept back into the game, but there are certain refs who police it strictly and others who don't.
