This summer:

To New Jersey: Evgeni Dadonov
To Ottawa: PK Subban

New Jersey takes on $10M in salary, but can spread it out over 2 years, or flip him after the first season.
Ottawa takes on $9M, but has to pay it all out next season. In exchange, they get flexibility in 22/23.

Who says no?

I don't think either team likes it enough to do it

Devils say no. No need for Dadonov and no desire for that extra term.

Any appetite for Andreas Johnsson? Once his bonus is paid this summer, his remaining real dollars are pretty small compared to his cap hit.

Subban has an 8m salary next season with a 6m signing bonus - do you really think that Melnyk wants that?

Devils say no. The only upside to this trade is clearing the cap space for the next season, which we don't need at all.
