i believe this may be Covid related, a couple guys were designated today, including Gostisbehere by Flyers

Teams can carry a 23 maximum and still be able to place players on the covid, quarantine or precautionary list designating them as Non-Roster which doesn’t count against the 23 man roster while still maintaining a taxi squad roster.

CapFriendly does have Non-Roster categories at the bottom of the team pages for players assigned to other leagues, but the Non-Roster section that is nestled into the top half of the team pages, near the IR and Taxi sections is for players who are unable to play for reasons other than injury/personal. This could be for players who have yet to join a team due to visa restrictions, for example. It is set up in the CBA under 16.12 and has been in use every year, but it's become more prominent and noticeable this year because the Transition Rules updated that part of the CBA to allow Non-Roster players to include players who are quarantining after a trade/waiver claim or any other COVID-19 Protocol (symptoms, awaiting a test, expected exposure, etc.)
