Ullberg had crappy season and he moved from IFK to SaiPa. Late round pick as the best. Not surprise if undrafted.

just a quick look at stats, am I wrong in saying that coming to this season Ullberg was as good a prospect as Perhonen?

You are right. IIRC Ullberg had been even better than Perhonen.

This season when both jumped from U18 to U20 Perhonen has been excellent and Ullberg in troubles. Now I see Perhonen, Gibson and Kekki ahead Ullberg. However Ullberg have played good in international games.
