It's an outbreak in a hospital. It happens. It's closed to patients now and should be contained. There have been nursing homes that have had dozens of deaths. I'm not saying it's a good thing, but it doesn't mean that Edmonton has COVID rates anywhere near some of the alternatives. Illinois had has 150,000 COVID cases. Alberta has had less than 8,500. Population wise Illinois is four times the size of Alberta, for perspective.

The tweeter mentions someone visiting the hospital and then visiting the mall, we aren't allowed to visit hospitals except in very specific circumstances which include wearing PPE.

While your general conclusions may be correct, the total number of cases in each place is irrelevant. The bulk of Illinois' infections were two months ago, are not reflective of the current situation, and in context have nothing to do with anything.
