So they are cut off their nose to spite their face when it comes to future NHL participation in the Olympics and World Championships?
Most players would comply with the federations when presented that choice. The obligation in itself is in the IIHF statutes and bylaws:

"Use best efforts to ensure that all clubs, teams, players, team officials and game officials under an MNA’s jurisdiction only participate in international games against teams under the jurisdiction of other MNAs"

If the tournament has NHLPA sign off and the PA has a stake the players will be there.

They’re banking on Russia to be finished with it’s fiasco to allow them official re-entry but it’s unrealistic at this point, that and the European circuits will be winding down in Feb-March. It’s still dumb to have only NHL players when they’ve had no problem featuring players from other leagues in previous renditions.
The last Bettman Cup was all NHL IIRC. You gotta go back to the old Canada Cups which became the World Cup in 1996/2004.

They've been struggling even with regular All-Star Game attendance and that without any conflict of interest.
If the PA thinks there would be resistance for players to participate because of this reason then they wouldn’t be signing off on it. It is one of those things where you know where thing will stand before you agree to it.

Of course we don’t even know that this won’t ultimately have federation sign off,

I do think that if there is a World Cup in 2024, it would garner a lot more attendance simply for the fact that we haven’t seen a best-on-best in close to 8 years.

Depends on where it is being held. USA and Canada games will sell out anywhere. Not sure about matchups between other nations when held in non traditional hockey markets.

The NHL has been such a detriment for international hockey. With all the corruption problems plaguing FIFA at least football fans get to see the best vs best on a regular basis.

Even MLB has the World Baseball Classic now and it was done properly. The NBA has always had the Olympics and it's pretty close to absolute best on best. The NHL is an embarrassment to this sporting tradition that transcends the specific sport and I've been loathe to support the league ever since they dropped out of 2018 without a replacement.
