No. Seattle doesn't have an arena yet. Not sure about Quebec. Either way there's nothing confirmed by a longshot.

As for who to protect:
Zemgus, Ennis, Grigorenko, Moulson, Flynn
Myers, Gorges, Risto, Zadorov
a team in Vegas w/ a good fanbase would be great. I think we can all agree those poor TO fans (ticket prices, horrible management, having to come all the way to Buffalo, etc.) deserve some love too.
4 more teams is a great idea. Just do it quickly before we can't fathom letting any single one of our players go ; )

Risto and Zadorov are both ineligable as 1st and 2nd year pros.
That being said, the Sabres don't have much worth protecting, so it should be pretty easy to cover all of our bases. It's the teams that are much deeper that should be worried.
If it happens next off season, Zadorov would still be a second year pro and exempt. Not sure if McCabe's cup of coffee at the end of the season last year would make him a 3rd year pro for these purposes or not.
If I had to guess, we're going to see 2 team expansion:
Las Vegas and Seattle
And at least one team relocation, probably to Quebec City.
