New Draft Lottery format?

What would the flames chances be of winning the 1st overall pick if we were to finish last? i know lottery went from bottom 5 teams to include all 14 non-playoff teams. I believe when oilers won it was close to 50/50 chance of retaining the pick. what is it now? does anyone have a link?

I believe they kept the same odds as the 14th place team had a .5% chance of winning in the old cba but could only move up 5 spots (the year before last the Devils won but were 9th overall so the drafted 4th). I believe last place still has a 48.2% chance of retaining the pick but it could have changed.

Nothing has changed with the odds of winning the draft, all that's changed is now any team that missed the playoff can take the #1 pick with no limitations on how many spots they can move up.

ie: Calgary finishes 17th in the league and get selected in the lottery, they have the #1 draft pick. Those odds of being selected are same as last year... I'm just too lazy to look em up.

Isn't 17 in the playoffs? As 16 teams make the playoffs.

Although...

I guess a team could technically finish 17th in the league and make the playoffs; for example, in 2011 the Rangers finished 17th overall and made the playoffs.

I am crazy as 1-14 miss and 15-30 makes the playoffs so usually the 17th overall team is in the playoffs almost always.
