Question; would a team like Montreal receive any compensation if an NCAA draft pick such as Jordan Harris is signed after the signing deadline in 2022 expires?
The only way that the team would any compensation would be if the player didn't sign before their rights expired and they were a former first-round pick. If that was the case it would be a 2nd round pick going to that team in the same spot in the 2nd round where that player was drafted.

Pengi seems to be correct, see CBA excerpts (below) and this recent example

I had not recalled this,
but CBH got a compensatory pick in 2015 draft (24th in 2nd round)
when Kevin Hayes (24OA in 2010) did not sign with Hawks by August of 2014

you can see (a) Hawks pick at 54th, as well as last, in 2nd round
and (b) 2nd round was only one with 31 picks rather than 30

ARTICLE 8: ENTRY DRAFT
8.3 Compensatory Draft Selections.
(a) In addition to the seven (7) rounds of the Entry Draft, there shall be an additional number of Compensatory Draft Selections not to exceed the number of Clubs to be in the League in the following League Year.
(b) In the event a Club loses its draft rights to an Unsigned Draft Choice drafted in the first round of the Entry Draft (except as a result of failing to tender a required Bona Fide Offer (as defined below)), who (i) is again eligible for the Entry Draft, (ii) becomes an Unrestricted Free Agent, or (iii) dies, a Compensatory Draft Selection shall automatically be granted to that Club, which Compensatory Draft Selection shall be the same numerical choice in the second round in the Entry Draft immediately following the date the Club loses such rights. By way of example, if a Club cannot sign the third pick in the first round, it will receive the third pick in the second round as compensation.

As others said....

only if he was a 1st round pick. Compensation for the league is the same space taking but in the 2nd round.

if it was 19OA the pick would be at 51 (19+32) thrn r Rayo even else in 2nd are pushed down a slot.

if the player is unsigned CHL and re enters the draft at 20...same rules apply but he is not a free agent and must re entreat 20. If he was drafted at 19 thus 2 yr rights expire at 21 he is a UFA if unsigned or refuses.

the length of rights is based on where playing the year before.

if player X was playing in Sweden in 2021,he’s drafted in the 1st round, then comes snd plays in CHL as an 18 yr old...the drafted team has his rights till June 1 2025. If he played in CHL in 2021 his rights should be just 2 yrs then he’d renter. There are some technical caveats in this such as being loaned to CHL vs CHL drafted because it also affects CHL vs AHL assignment

the signing rights and comp return still holds.

such a player woukd then have a 2nd round value based on where they got drafted.

Yes. Mikkel Boedker to Avs for Conner Bleackley, Kyle Wood and Alex Tanguay. Bleackley was not signed and Arizona got the comp 2nd-rounder. Used it in the deal where they traded up to get Chychrun at the draft. Detroit picked Hronek with the pick in the 2nd (#53).

I believe SJ got a pick when they didn’t sign Patrick White, who was a former 1st (surprisingly) traded by Vancouver in the Ehrhoff deal.

Conner Bleakley is a more recent example. Colorado traded him in a Boedker deal instead of a 2nd round pick. Arizona did not sign him and received a late 2nd as compensation.
