Yep. Out of town people want to watch good and exciting teams. But more important than that, Chicago and Philly are two of the biggest sports markets in the league. And when you factor in that NYC and LA are split between multiple teams, they might be the best draws for viewers. NBC doesn't care about good or exciting hockey teams aside from how they impact viewers. Dallas is good and exciting, but they don't draw viewers. Chicago and Philly have both sides of the equation, so they get a lot of games on NBC.
