Even then, teams usually get one Super Bowl shortly after the stadium opens and thats it.

Ford Field & Lucas Oil Stadium haven't hosted a second one. Doesn't seem like they will anytime in the near future. Ditto for US Bank Stadium. Warm weather locations are almost always going to get the big game, especially when the Miami/NOLA duo is guaranteed to get one very few years. Vegas & LA are likely going to join them in that regard.

Most northern cities with teams aren't "premier" destinations either except for Chicago and NY.
Part of it is also the outdoor activities and party atmosphere.

SF, LA, AZ, LV, Hou, Atl, NO, Mia, TB are your regular spots. Kind of why Ten is looking at a new stadium with a cover. Dallas messed up their only time hosting and thus hasn't been heard about in a dozen years with regards to hosting it.

NFL has given the northern cities that built new stadiums a SB as a thank you to the city for paying for it. Not going back again. Northern cities, IMO should be the draft hosts, if that is kind of what they are doing. No need to host the draft in places like LV, SF, Hou, AZ, etc. Let the north like Pitt, Cle, Sea, Bal, etc. have it.
