It also feels like Czech players are generally underrated in drafts.

I'd say maybe it's the Czech league that's underscouted? I'm not sure. Some of the bigger names seem to leave Czechia to play elsewhere to get noticed. Pastrnak and Vrana went to Sweden I think, Zadina and Zacha played a year in the CHL. Some other guys like Hronek and Necas stayed in the Czech league through the draft, they're solid players now. I guess I'd say the reason Czechia is underscouted is because it's not really worth it to dedicate a lot of resources there. Or it hasn't been lately, at least. They don't produce a ton of high end guys consistently, and a lot of the top end guys from Czechia end up elsewhere.
