It 100% is part of strategy for a lot of players.

Rangers literally won a series in 2022 by doing this. Came straight out of the gate attempting to injure multiple players within 10 seconds, eventually succeeding in taking out their opponents top player.

He is right but it's one of those things people don't want to hear and have to admit to themselves that it's part of the dynamic they enjoy and support called "playoff hockey".

He did fairly say Hurt not Injure. There has always been a difference in hockey language.

Hitting becomes to hurt more than retrieve the puck. Quite different than injuring such as a headshot.
