It's a valid strategy, everyone knows the refs are not going to call 10 or 15 penalties every game

Part of that is that they do so much ‘technically a penalty, but not enough to be a penalty’ type stuff. Little holds and hooks all over the place. The refs would lose control of the game if they called every single one
