I don't understand how a player like Bell does not get a contract after the two years he just had. Guy deserves a shot.
He'll get a NHL contract, but it'll be at the end of this past season, or when the need for him in the NHL becomes obvious. In the meantime, Lou is saving a spot on the 50-man roster just in case.

Bell has an AHL contract now. He'll play the year with that then get an NHL entry contract.

Do they not run the chance of someone else offering him an NHL contract and swipping him from underneath their nose?

Devils own his rights until two or three years after the draft. Since he wasn't drafted in his first year of eligibility, he is unique in that the Devils don't lose his rights until a year after he's done with juniors. In most cases, the way it works out is that with CHL players drafted in their first year of eligibility, NHL teams must sign CHL players once they are done with their overage year, or else they lose their rights. So basically, the Devils have that extra year to sign Bell due to him being drafted in his second year of eligibility.

So I assume this is a case of the Devils not wasting a spot because there is no need to. Instead, he can stay on an AHL deal for this year, as that's where he will likely spend the year regardless. Then, his three year ELC doesn't kick in until the end of next year. Essentially, they are buying another cheap year of Bell on an ELC.
