It's not like the leafs are only going to be drafting from the OHL from now on... These guys will be able to use the leafs vast resources to cover all markets, including the U.S., Russia, ect.
Looking at the Leafs management page, right now we have one Sweden/Scandinavia (Bergman), one Russia (Ladygin), one U.S. (Lilley), two OHL (Clark and now Hofford) and one WHL (Malarchuk) scout(s). Plus 3 pro scouts and Morrison.
We probably need another Scandinavian scout, maybe another Russia scout, a Czech/Slovakia/Germany/Swiss/etc. scout or two. That would mean we would have 5 or 6 European Scouts.
Then we need another two U.S. Scouts, two OHL scouts, 2 or 3 WHL scouts and 3 or 4 QMJHL scouts. That would give us 13-15 North American Scouts.
Then three pro scouts. Maybe we need another one. Then we need a director of pro scouting, but that's about it.
21-25 Scouts plus two directors? Is that about right? Lots of reach, etc. We just need to find the right people, and it's going to be the people outside of the OHL that are going to be the hardest to find.
At least player development seems pretty much set up after we find a Director. Staios and Belfry as managers, and Hofford also being there having plenty of experience. We felt good enough to not bring back Bob Carpenter as a consultant for player development. That's a pretty good team.
