Salary budgets of the KHL teams are a closed information, so it's hard to say, where did this site take them. I think, every club had to submit numbers to the league, where the leak happened. Or these numbers can be a pure speculation, but there is no other ones anyway. Budgets are in Rubles, of course, but I do convert them to dollars

How can Dinamo Riga and really the bottom 10 teams have budgets in the single digits? $5-9 million for a full team roster seems incredibly low.

They mostly play as "good" as their budgets are. Save Neftekhimik. SKA, CSKA and Ak Bars lead the league. Jokerit plays way better, than its money, though. Especially considering Finland isn't a taxation paradise, which Russia is.

Cost of living in these places is much, much different than living in Vegas, or NY whatever. Earning $200k in Latvia and you'd not want for much, ever.
