TV: Just Pay The Additional Fees

Not sure if there is enough here for a thread but...

I see so many commercials for Product A on TV and then, at the end of the ad, if I buy 1, I get the 2nd one FREE - IF I just pay the addition fees. Like clockwork it appears in every product ad.

My question is : If I'm paying additional fees, how is it free?

Have you ever bought TV garbage in the hope of getting a 2nd one free and wished you'd bought neither?
