Seems like it would work. Bad teams are eliminated early because teams that almost make the playoffs will have very few points, bad teams should win enough games in their last 20 games (4 or 5) to get enough pts to stay ahead of those teams that tried to make the playoffs.

Teams aren't eliminated at the same time though. Some aren't until the end of the season.

That's the reason why it would work...those teams closer to playoffs would get almost no points, which would leave them right where they would need to be picking 11-15th
