Jiri Crha was actually worth 2.38 WORP (Wins Over Replacement Player) in 1979-80, and was worth -0.27 WORP in 1980-81. That's not good, but far from worst goalie ever. According to the site HockeyMetrics.com, the worst goalies ever are (WORP is cumulitive, so the more games you play at a poor level, the worse you are):
1.) Ed Chadwick (1957-58, TOR): 70 GP, 3.19 GAA, 0.888 SVPCT, -9.45 WORP
2.) Craig Billington (1993-94, OTT): 63 GP, 4.59 GAA, 0.859 SVPCT, -8.47 WORP
3.) Peter Sidorkiewicz (1992-93, OTT): 64 GP, 4.43 GAA, 0.856 SVPCT, -8.41 WORP
4.) Ed Johnston (1966-67, BOS): 34 GP, 3.70 GAA, 0.866 SVPCT, -7.89 WORP
5.) Ron Low (1974-75, WAS): 48 GP, 5.45 GAA, 0.855 SVPCT, -7.102 WORP
As you can see, it depends greatly on the offense of the era what GAA and SVPCT are required to be horrible.
