They are going with the Ravens/Bucs model from 15 years ago.Average/below average QB, and ride your top defence for as long as possible.

This made the most sense for them. They made it to the AFC champ. game with Bortles so why go and waste your cap space on Cousins. They could use it elsewhere.

If just 1 of about 10 plays/situations goes their way in Foxboro, they are in the SB and who knows how their high end D matches up with Philly.

I can see the logic considering they reduced the cap number to 10 M.

You mean the model that only works when you have an all world defense? Jacksonville does not. The one position that needs an upgrade is QB.

Jacksonville wasn't going to outbid anyone for Cousins, and I'm not sure anyone else is really an upgrade. Extending Bortles like this doesn't really prevent them from drafting somebody.
