IMO... Balor is already made. He's a mega draw for NXT and he's so unique. I feel like he's already made it in the wrestling world with or without a mega push on the "main" roster.

Went with Kalisto solely for the fact Vince is looking for a Mexican star, and it doesn't seem like that will be ADR.

Sami Zayn is coming to the main roster, and the beauty of it is they will have to actively work to screw that up. He appeals to a large cross section of people and can probably move merch if they let him.

They didn't even give him a story line though. They just stuck his eyes on an entrance video and tried to make us believe he is crazy. Harper is a SOLID wrestler, they just don't know how to portray him yet.
