Equipment: Hedman's plastic on boots

Watching the NYI TB game and I see Hedman has some plastic sheath cover over his boots.
What is it and what is it for?

They are shot blockers. Usually they are moulded to fit around a skate to help add protection from shots.

I remember a few players that tried them said when they made hard turns they would drag on the ice making you lose balance.

These were box store quality im sure, and thats probably the problem.

I've got a sneaking suspicion that Hedman didn't buy his from sport chek.
