Im pretty sure the CBA doesnt say you cant resign him as a UFA, you just dont have the rights to match

The Vancouver Canucks are very pleased to announce they have come to terms with defenseman Ryan Suter on a 13 year contract worth $92M with a full NMC for the first 10 seasons.
"When the opportunity to add a player such as Ryan Suter presented itself, we jumped on it. Ryan is one of the premier defensemen in this league and to add him to our core group through his prime years is nothing short of exciting."
With this announcement the Canucks will listen to offers for defensemen Dan Hamhuis, Alex Edler and......Andrew Alberts. One of these three may be moved, but in order to move one of the first two we will need a legit, young top 6 forward as part of any deal.

I would've gotten to them faster if you were in the game, I don't feel that sense of urgency without the threat of letting HC down.
