At worst he's good depth for the Phantoms, at best he ups his game and becomes bottom six depth for the Flyers.

TDA has great offense skills, no one expects him to be a good defensive defenseman, just don't be a bad one.

Bellows' only "skill" seems to be his ability to score, which he hasn't shown at the NHL level.
Other than that, his skating, IQ, etc. seem to be below average.
