I missed the start of this but are you guys talking X-Files? The atmosphere changed when the show moved to LA from Vancouver. Lost all that natural grey, rainy weather.

You're right. The move changed the way the show looked. Plus it got a bigger budget as it gained in popularity so it started missing that low budget look and lighting.

Props to the Rangers here for turning it around in the 3rd.
