I am not sure what the Panthers needs are but the Islanders could use defense and it looks like all of the top end ones will be gone by time we pick so instead of drafting quality I will go for Drafting quantity since it looks like the best players at the Islanders pick will be forwards
My Proposal is
(Islanders)12 + 43 for (Panthers) 15 + 34
Way I view it is basically the defense left is not worth the 12th pick and they can probably get an equally good defenseman at 15, plus that 34th pick will allow them first shot at Defense that just miss being picked in the first.
On the flip side Florida can get a better forward jumping over a few teams
