Does the KHL have a policy regarding the nationality of officials?

Does anyone know if the KHL has a policy relating to where an official is from and what games they work? For example when Dynamo Moscow plays Slovan are Russian or Slovak officials allowed to work the game? How about when Dynamo Moscow plays Yaroslavl, would an official from Moscow be allowed to work in that game?

KHL ref department decides who will be ref at the game. Nationality, residence has not value, only quality of a ref. Btw, KHL wants to hire euro refs, few of them works at WHC now in FIN/SWE, you can find out their names very easy.
