So , basically the local government wants to control the arena and can't tolerate a tenant that wants control of the venue?

Pretty much. From what I've read, the city government wants to overcharge tenants for everything, and they also seem to think they'll have no trouble finding new tenants - despite having done this for years, having multiple AHL franchises, a QMJHL franchise, an NBLoC franchise, and now an ECHL franchise try and call their BS.

The building will eventually be a white elephant.

They had a QMJHL team there for a few years after the Maple Leafs left, and it didn't last long. Not sure if that was due to the arena/city as well, or not.
IT came in directly after SJSE Booted the Leafs from Newfoundland, in fact, the St. John's AHL logos hadn't even been removed from any surface at MBC as it is now referenced as.....

A Change in Tone from City of St. John’s?

ST. JOHN’S, NL – The City of St. John’s released a statement ahead of their arbitration with Dean MacDonald, the Owner of the Newfoundland Growlers.

In the written statement, the City says an arbitrator has already begun digging into the workplace allegations between Deacon Sports and Entertainment (DSE) and St. John’s Sports and Entertainment (SJSE).

In the statement, a slight change in tone from the group who threw the Growlers to the streets, SJSE says they are now happy to be talking with Dean MacDonald.

“We certainly want to be part of a solution that will work for both organizations, and we acknowledge that the relationship has not been without its challenges. But right now, we are focused on ensuring a safe workplace and allowing the investigation underway to conclude.” ...​
