Rule 20.6 (On-Ice Video Review of Major Penalties) needs to be revised to state that reviews should occur when a potential major penalty has occurred. It's better than making NHL refs call the major before a review. A subtle difference, but an important one.

Is it? I'm not so sure.

"Injury" should be objective. You've got a cut, you're wobbly, you can't skate. Injury.

Regardless, I've never seen a situation where a player may be injured and refs go and talk among themselves in determining it. They'll almost always stick around the player/trainer and make the determination from there, if they aren't immediately certain.

Linesmen are allowed to have input on major penalties. Most likely the officials wanted all 4 perspectives on Fabbro’s intent before making the call.

As bad a hit as it was, and even though a minor was a bad call, I don’t think Fabbro actually intended to land that elbow to McGinn’s head. McGinn’s posture changed pretty dramatically in that split-second as he released the puck.

I’m not seeing that at all and that isn’t a reason for the elbow to come up

So did he raise his elbow to brace himself? Like to protect himself from McGinn's helmet or something? Imo, intent isn't an issue. It was an egregious hit that should have been a major, but I honestly think it wasn't called a major because the officials didn't directly see it. The random wheel of Justice should Def be scheduling a meeting over this one.

Jumps into the hit and makes sure to raise his elbow to catch the head. Should be a 5+ game suspension

I was pretty furious that it wasn't a major. And as mentioned, if you are that uncertain that you need to discuss it, then you call it and review it. Kinda similar to how the NFL will sometimes let a play go without a whistle now because some plays trigger an automatic review. My initial gut reaction was 3 games (assuming he does not have a history that I'm not aware of).

Fabbro is not known to be a dirty player so this surprised me. Glad McGinn is ok.

Probably gets a couple games as he has no history of this. Ellis and Josi injured already.

Our defensive lineup is gonna be a bunch of prospects!

Is Fabbro a repeat offender?

If not, five games should be enough; if he is, he should sit for a good while longer. That's a chickenshit hit right there.
