I don't think more PP opportunities makes the game any better overall. Yeah it juices scoring, but it doesn't do much for the flow of the game that everyone who is against more dramatic changes like bigger nets are so concerned with protecting.

The NHL never sticks to its guns long enough when calling penalties. The problem is that the influential big market teams like Boston, NYR [not so much anymore, but they did in the post lockout crackdown,], and Philly who play a style that relies on infrequent penalty calls start complaining about it. They and their media start a campaign about refs deciding the game, and killing flow. But the reality is that they don't want to change their style, because all of their players, and prospects suit it.

So they start losing and complaining. The media with it's ridiculous over representation of former goaltenders immediately climb on board, because they are part of the brotherhood and decry anything which might increase scoring, look at how fast they all all over themselves to defend equipment at the slightest suggestion that the size and design of it has to do with anything other than safety.]The NHL gets weak kneed and stops calling the games the way they are supposed to be called.

What the league needs to do is ride it out and make them adapt. IMO, letting things go is the refs deciding the game in favour of the teams that cheat. The defensively responsible cheater has free reign in the NHL, and the downward spiral in scoring is the result.

Call the rules until everyone adapts, and then you have the game being played by the rules, and you'll see the talent start to shine through. the league just doesn't have the stones to stand up to Jacobs and his cadre of like minded owners.
