Could someone explain the rationale behind these two penalty-related rules

1. Why does a delayed penalty get cancelled entirely if a team scores at 6-on-5?

2. Why shouldn't a team get to pick who takes a penalty shot when one is given? And if the shot is saved/missed, why shouldn't that team go on the powerplay? To me, teams that are illegally denied a clear goalscoring opportunity should have more of an advantage given to them when the call is made

1. Team technically had a man advantage and the goal against is deemed enough of a penalty so it negates it

2. Penalty shot on top of a two minute 5v4 is too much of a reward/punishment. Letting a team decline a penalty shot in favor of two minutes of 5v4 is interesting though
