confused with NHL rights

Im a little bit confused with NHL rights

I know, that if 18 years old europe junior doesnt sign within 2 years, he can go to draft again, or be a free agent.

But when do the NHL rights expire?

While when i look here, i see there for example Juraj Gracik (RW), drafted in 2004, 5th round, Atlanta Thrashers. They still have rights for this player? Why that?
