Let me get this straight… A Bolt can throw a couple punches at a player that had no intention of fighting and threw a clean hit and he gets a Roughing. Burt fights someone that is willing that threw and insanely dirty hit and he gets Instigator. This league needs to fire anyone that is a refs or deals with rules/discipline in any matter.
