Salary Cap: Cap staying the same?

I am a Redwings fan and live in the greater TB area. I am also a TBL fan. I can say people love the Lightning down in Tampa. They are the only sports team in the greater Tampa Bay area that is competitive. The Lighting are here to stay. The Panthers should probably look at relocating.
