His father is from Moscow and played/coached for Dynamo Riga from 1968 until 1990, when Ilya was 15.

Looks like the family then moved back to Moscow from 1990-93 as the father took a job at Moscow Dynamo, and then to Germany in 1993 - dad coaching, son switches to German youth system. Stayed in Germany until 2003 when he was 28.

So basically he's an ethnic Russian who spent 25 of his first 28 years in either Soviet Latvia or Germany.
