Compliance buyouts were that one time thing in 2013 and 2014 where the bought out player wouldn't count against the cap. I think OP is asking if there's a limit for total buyouts, which includes non-compliance/amnesty buyouts.

Negative. There is not. But you would be stupid to have more then 1 or 2 on the books at a time.

Rangers might. Girard BO really escalates the next two seasons. And they still have to figure out what to do with Smith.

Staal has been... OK? this season and might survive through the summer and serve as a bottom pairing veteran kind of guy

No there is not a limit. Of course the team still has to field a cap compliant roster.
