And it was clearly intentional too. In the slow-mo replay they showed of that sequence, you can see him him shake both of his gloves as they were hanging to his sides to loosen them up.

Reffing is fine. You could make an argument Fabbri threw his stick too. You could also make an argument Bortuzzo delivered a headshot. He was certainly letting his anger get the best of him after getting out of the box.
