BigBen and HFN's GM Game v.1.1

[FIELDSET="New Rules"]
- This will be a 30 team game, but there will only be 15 GMs. Each GM will run two different teams. These 15 GMs will not be able to choose their teams. Instead, there will be a lottery (hopefully starting Friday night) that will determine two teams for each GM. The seven teams with the highest regular-season points from the 2012-13 season in each conference will be randomized, and the bottom 7 finishers from each conference will be randomized. One GM will be assigned the two eight place finishers. Every GM will receive 2 teams, one from the Eastern Conference, and the other from the Western. All GMs will receive one "good" team, and one "bad" team. These two teams can trade with any other teams except with themselves.
- "Good" teams cannot rebuild under any circumstance. "Bad" teams have the option on whether or not to contend or rebuild.
- GMs will signup for the 15 GM spots by PMing both myself and HFN, explaining why we should select them as one of the 15 GMs competing.
- We suggest that all GMs have at least one assistant. New players can have their hand with working with experienced GMs and learning from them as well. The GMs that do not get a slot in the head GM chair will automatically be considered for an assistant role. I'll post the list of assistant GMs tomorrow and head GMs can sort out who'll be working for them.
- All NTCs have been waived. Anyone can be traded at any time.
- Trades do not need to be sent in. Once two GMs come to an agreement, they are free to post it in this thread at any time.
- There will be a time limit on unexplained inactivity. After 36 hours of no team members posting, the inactive GM will be automatically fired. If we are notified beforehand that you will be leaving, we will not inflict any punishment onto you. Activity is key to this game, and we need 30 active teams at all times.
- Instead of teams retaining 50% on every trade, retained cap space will now be measured in a total dollar amount. You cannot exceed $12M in retained salary, whether you are the ones retaining salary or the ones receiving salary. If you receive Sidney Crosby at 100% salary retained, $8.7 million goes into your retained salary tracker. You must keep a retained salary tracker in both of your team rosters.
- Voting for the final 2 rounds of the Stanley Cup playoffs and the final of the KLLR Cup will be done in the polls section on this site.
- The teams that miss the playoffs will be entered into a lottery for the 1st overall selection, as in real life. This will discourage tanking, and add some unpredictability into the rebuilding process.

[fieldset="Salary Cap"]
- The salary cap is $64,300,000M.
[*]Once a team goes over the salary cap, they must post their cap information or some post that says that they are over the cap. From the minutes they post that, they have 24 hours to get under the cap. If they cannot get under in 24 hours, their last trade that made them go over will be vetoed. If the same GM goes over the cap and cannot get back under multiple times, all of their previous trades will be vetoed. If you are caught lying about your cap, you will be instantly fired. If your team is over the cap to start the game, you will not need to immediately get under.

[fieldset="Waivers"]
- If you'd like to place a player on waivers, post in this thread along with the player's contract information.
- To save time and avoid confusion and complications, waivers will be "first come, first serve". Whoever puts in a claim first will get the player.
- If you claim a player and he puts you over the cap, it will be vetoed and the said player will be put back on the waiver wire.
- Teams will have 12 hours to claim a player off the wire before he clears.
- GMs can only claim 3 players off waivers at a time (for example claiming 6 players at once will not count)
- Once a player is placed on waivers, he cannot be taken out until he clears. Once he clears, you may send him through re-entry waivers if you wish, but keep in mind if someone puts in a claim you will have to pay half of the player's salary and cap hit.
- If a player clears his cap hit will be off your cap
[fieldset="Trades"]
- Trades do not need to be sent into to anyone. just post it up.
- When a deal is deemed too lopsided or one sided the deal will be put on hold. The GMs involved in the deal will be asked to revise it. After which the league will hold a meeting and decide, with the GMs in question, how to work the trade out. The role of the league office is not to make the deal fair, but to make it less one sided.
- You must post a roster full of team info before being allowed to trade.
- You may not make any trades until you post your roster. Any deals made before will be put on hold and will not be official until your roster is posted.
- Keep in mind that any deal the League thinks is outrageous can and will be vetoed, so don't pull anything stupid.
- If a deal is vetoed, you won't be able to make the exact deal again.

RFA Agent: BigBenSF- There will be no UFA for this year.
- To re-sign a player on your team, PM the respective agents for your RFA's.
- Pending FA's can be found at CapGeek. Try to re-sign in groups, it makes it easier for the agents.
- GMs get two offers on their RFAs. If the RFA does not accept either deal, they go into an auction-style bidding for offer sheets. The counter will start at 10 million and count down by $500K every five minutes. If another GM is interested in the player at that price, they post "sign" in the RFA thread. The GM who owns the players rights then gets a chance to match the offer sheet. For example, if Pietrangelo is in the RFA auction and is bid on at $9M, the Bules GM has the opportunity to match it. Any offer sheet that is between $7.5M - $10M that is signed will result in a loss of a first round pick and a half of a point taken away from your teams regular season standings per voter. For example, if you had signed Piets to a $9M offersheet and it wasn't signed, you lose your first round pick. Also, if 12 people voted for conference standings, you would lose 6 points from your original score.*
