Flyers scouted the **** out of Zaitsev and offered him a contract 1 year before the Leafs did. They wanted him early. And Hextall has clearly steered the scouting department towards Europe, especially Russia and the KHL or we wouldn't have signed Medvedev and Lyubimov. They can't all be superstars. Radulov is a different case.

There are a lot of reasons. Personal ties, desire to play for a contender, wanting to have other Russians on the team. However, when players are seriously pursued they give your team a chance. Zaitsev had no particular reason for going to Toronto. Scouting is not the best choice of words, more like working the KHL talent.

Homer did score Bobrovsky in the same fashion, which translated into Stolarz and Leier, so could be worse. An additional 4th too, but I don't recall exactly what we did with it, maybe acquire Grossmann?

Scouting comes into play when you find a guy like Raffl in a second tier Swedish league that only you & another team were on with you beating them to the punch.
