If he's an NCAA route guy, he's an NCAA route guy. Obviously I'm biased towards the CHL but there are a ton of Canadians who have also gone NCAA and made it to the NHL too. And he's playing for the Chicago Steel which are an elite USHL organization. Many scouts had him higher than where Ottawa drafted him so I assume it was known he was strongly considering NCAA or he would've been taken higher, Ottawa was just willing to take the chance to try to talk him out of it
There are a few too many assumption going on with respect to Moldenhauer. First, just because he hasn't signed doesn't mean he won't. Second, he did play a handful of games for Chicago when they were in a player eligibiity crunch. He performed ok byt 2 assists isn't really lighting the lamp either. He played in a very low level league where he was something like 2-3 points per game. It was like he went and played Bantam a second year! That is not an NCAA route.
IIRC, most of the rankings had him middle of 2nd round. He didn't fall to Ottawa because of NCAA aspirations. If he had have, he wouldn't have played where he did this year. He's 17 and hasn't signed a letter of intent either which is odd if that were the route he actually intends on going.
To me, this looks more like the player doesn't want to go to Ottawa and prefers a different destination for whatever reason. Either that or Ottawa is playing hard ball on the education package and is trying to manage their gold packages allottment.
All assumptions on my part but it really seems to be pointed moreso in that direction than NCAA.
