New Rules for 2021-22
$102M salary cap ceiling (Avg $3M per player)
$71M salary cap floor (Avg just over $2M per player)
Every players salary counts towards the cap
Can retain half a players salary in trades - counts for the remainder of player contract
Can drop "terminate" players for free during off season with the day before the draft as the deadline
Dropped players in season are "bought out" and count half the players salary for the remainder of the player contract
If the dropped player is picked up the new team takes half the other half of the cap hit for the remainder of the player contract
4 Buyouts per team at any given time.
Free agents are signed at their full cap hit
Cap Friendly is used for determining the cap
15 minute time limit to make player picks during the draft.
Rosters are frozen at 34 players, so players must drop players prior to draft if roster limits will be exceeded
Goalie assists will count as 1 point
Goalie overtime and shootout losses will count as 1 point

I have a question about the dropping of players. For example if Boston decided to drop Jeff Skinner. If a different team wanted to pick him up, the new team would be on the hook for his entire cap hit correct?

We won't be negotiating new contracts with free agents?

I went back and clarified the rules a bit in the above post.

Once the season is over, a team can drop any players for "free" - consider it terminating the contract. The deadline is the day prior to the draft so these players are available to other teams via the draft (at their full cap hit).

If a player is dropped after this point, it is a"buyout" the team dropping the player retains half the players salary for the duration of the player contract (its going to be too hard for me to track the original way I wrote it) and the player becomes a "Free agent".

If that same player is picked up as a "free agent" by another team in season the team is on the hook for the other half of the salary for the duration of the contract.

A team can have a maximum of 4 "buyouts" on their roster at any given time.

Free agents can still be signed once the draft is over per normal, first come first served, at their full cap hit (unless of course they were bought out), max 4 per season per team.

So in your example Boston drops Skinner in the off season - its a contract termination - and anyone drafting or signing him after that would be on the hook for the full contract.
But if Boston for some godforsaken reason keeps him but drop him after the draft thats a "buyout" and Boston would retain half his cap hit ($4.5M) for the remainder of the contract but another team could pick him up for half the cap hit ($4.5M)

Ok cool. I think our Free Agent list might turn into a "very overpaid veteran, but still productive" list with guys that should probably be on a roster but no one can afford. But I guess we can address those issues if they arise

Yeah I think this off season might be a bit of a shit show. The cap hit is the NHL salary cap plus about $1M per extra player over 23 arriving at $102M. If there are way too many productive players still sitting we can look at raising the cap hit a bit in the next off season.
